Racing NSW Stewards today conducted an inquiry into the analyst’s findings from a urine sample provided by licensed trackwork rider, Douglas Llambias, at Warwick Farm Racecourse on 12 April 2018.
Evidence was tendered from the Australian Racing Forensic Laboratory in respect to the analysis of the sample. Further evidence of correspondence to Mr Llambias dated 25 May 2018, advising Mr Llambias of the details of today’s inquiry and including a direction for his attendance at this inquiry, was provided by Deputy Chairman of Stewards, Phillip Dingwall.
Mr Llambias failed to attend today’s inquiry, and as such, the following charges were heard and determined in his absence:
CHARGE 1
Licensed Trackwork Rider Mr Douglas Llambias was charged with a contravention of AR81A(1)(a) which states:
Any rider commits an offence and may be penalised if –
The particulars being that licensed trackwork rider Mr Douglas Llambias provided a urine sample on 12 April 2018 at the Warwick Farm Racecourse, which contained banned substances under the provisions or AR81B.
Verdict: Guilty
Penalty: 12 Months Disqualification
CHARGE 2
Mr Douglas Llambias was charged with a contravention of AR175(f) which states:
AR 175 The Principal Racing Authority (or the Stewards exercising powers delegated to them) may penalise;
(f) Any person who refuses or fails to attend or give evidence at any investigation, inquiry or appeal when directed or requested by the Principal Racing Authority, or other person authorised by the Principal Racing Authority, to do so.
The particulars of the charge were that licensed trackwork rider Douglas Llambias failed to attend a Stewards Inquiry at Warwick Farm Racecourse on 30 May 2018 at 11:15am, when directed to do so via correspondence sent to him from Deputy Chairman of Stewards, Phillip Dingwall dated 25 May 2018.
Verdict: Guilty
Penalty: 6 Months Disqualification
Stewards ordered that both penalties issued be served cumulatively meaning that Mr Llambias is disqualified for a period to commence on Friday, 25 May 2018, on which day he was stood down from his duties, and to expire on Monday, 25 November 2019.
Mr Llambias will be notified in writing of the terms of his penalty and his rights of appeal.
